WOODBRIDGE – A San Joaquin County Grand Jury released a scathing report on operations of the Woodbridge Sanitary District, the north county town’s sewer services provider.
The Grand Jury found the district to be engaging in payroll fraud, fiscal mismanagement, falsifying State Water Resources Control Board record, nepotism/favoritism, a lack of training for employees, and showing a lack of board policies and procedures.
