(Tehama County) Grand jury reports on Richfield, Kirkwood schools

A lack of marked areas for students to walk to school was one of three findings Tehama County's 2010-11 grand jury noted about Richfield Elementary School in it final report.

Among the grand jury's many inquiries were two area elementary school districts: Richfield and Kirkwood, both feeder schools for Corning Union High School District.

Both districts came away from the grand jury visits with pretty clean slates, and no official requests for response that either school make any changes, just recommendations and follow-up by the incoming grand jury.

The report states the jury went to Kirkwood with three issues: current environment, affect of budget cuts, and staff ideas for improvement.

Kirkwood is a small, single-school district for students K-8 located on Kirkwood Road near Capay Road.

The grand jury said it came out of the visit with the understanding the "certain area of the school are original and very limited in how they can be utilized."

It also found, due to the school's rural location, no radio or communication back-up could prevent problems in the event of an emergency, congestion during dropping off and picking up of students during school hours can become unsafe, and while the district still has a reserve fund, it would like to see the state provide the funds the di trict is entitled to.

"Kirkwood is a very small school but everyone gets along well and they all have a great professional respect for each other," the report states.

Richfield is also a small, single school district for K-8 grade students. It is located on River Road in Richfield.

In its findings following a visit to the school, the grand jury noted the lack of walking area to the school, problem students being placed back in school too soon, and larger class size due to state budgetary cut backs.

"With the latest is cutbacks, the teachers will be losing their teacher aids. This is going to cause harm to the instruction programs as the teachers are forced to deal with larger class sizes, and now no teacher aids," states the report.
