Consolidation, ice arena bonds get (El Dorado) grand jury look

The El Dorado County Grand Jury released its 2011-12 report this week.

In the report, the grand jury recommends South Lake Tahoe and the South Lake Tahoe Recreation Facilities Joint Powers Authority hold a special election to give property owners a say in the refinancing of bonds related to the construction of the South Lake Tahoe Ice Arena.

South Lake Tahoe, Placerville and El Dorado County should also look at the possibility of consolidating services in order to save money, according to the grand jury's report.

The JPA approved a refinancing plan for the Measure S bonds in January. At the time, city officials urged the JPA to refinance the bonds as part of its efforts to obtain a private contractor to operate the arena.

Agencies that are investigated by the grand jury are required to provide a response to the grand jury's findings and recommendations to El Dorado County Superior Court Judge Suzanne Kingsbury.

Governing bodies are given 90 days from release of the report to respond, while elected officers are required to respond within 60 days.

This year's grand jury was composed of 19 county residents and provides an avenue for citizens to examine problems in the county.
