[Kern County] New report: Foster process may take too long

BAKERSFIELD, Calif. (KBAK/KBFX) — Thousands of kids are growing up in the foster care system in Kern County.
After finding no recent report on the state of local foster care, the Kern County Grand Jury did some research.
They found there are more children in need of foster care than there are resource families.
"... We need foster parents all the time," said Vanessa Franco of the Department of Human Services.
Additionally, the approval process for resource family applicants can take up to 135 days, and the Grand Jury recommends that number be reduced to 90.
They also learned that not many people are aware of the Dream Center, which is a resource center for foster youth ages 12 to 24 that provides clothing, food and counseling.
