The Madera County District Attorney says it is investigating the findings of a grand jury report on the City of Madera.
District Attorney Sally Moreno told 23ABC that the investigation started on June 28, as soon as the findings were known. Moreno said she does not know how long it will take to complete the investigation, but they "will go where the evidence takes us."
The grand jury report out of Madera County involves former Madera City Manager David Tooley, who is currently serving as the interim City Manager in McFarland in John Wooner's absence. Wooner was last seen on May 14 and his contract with the city has since been terminated.
The grand jury report shows in 2015, when Tooley was City Manager in Madera, he and other senior staff were paid excessive salaries as Madera residents watched their water rates rise. The report claims that in 2015, salaries of management staff were increased from 11 to 44 percent. During the same period, water rates increased between 9 to 10 percent.
The report goes on to claim that the city did not have a written code of ethics for senior officials or adequate follow-up ethics training.
23ABC reached out to Tooley for comment but have not heard back from him yet.
