(Santa Cruz) Grand jury reports on Manabe-Ow, fire truck purchase, site of Jalisco

The Santa Cruz County Grand Jury on Wednesday issued its annual report, delving into such issues as transportation planning, the county jail system and the Pajaro Valley Unified School District.

The report leads with an investigation of the city of Watsonville that accuses city leaders of approving the Manabe-Ow project based on inadequate and misleading information and purchasing a used fire truck without appropriate oversight.

The report also criticized the city over litigation costs surrounding the Watsonville Municipal Airport, as well as the inability of the city’s Redevelopment Agency to explain how its redevelopment funds are spent.

“It was not possible to evaluate the effectiveness of the Watsonville Redevelopment Agency because adequate information was not provided to the public,” the report stated.

City Manager Carlos Palacios countered that the department prepares a yearly report that outlines its projects and the associated costs.
