[Ventura County] New Ventura County Grand Jury Report Questions Management Practices Of Some Special Districts

A new Ventura County Grand Jury report says some special districts in the county have skirted elections for decades.
Special Districts are local agencies which provide services like water, and wastewater treatment, and are run by boards of directors. But, a new Ventura County Grand Jury report says some districts haven’t had elections for years.
The report says when a board member resigns, fellow board members will appoint someone to fill the vacancy. Then, no one else steps up to run against them, so no election is held. The Grand Jury says the boards need to discontinue the practice of appointing new members just before elections.
The report also says as a group, the county’s special districts also do a poor job of communicating their policies, noting some don’t even have websites. It says they should use the web to make information accessible to the public.
