The San Luis Obispo County Grand Jury has released its second report on the county jail in a week.
The latest document, released Tuesday, examines the roughly 30 vocational, recreational, and behavioral programs that are offered to inmates - programs designed to reduce an inmate's chance of reoffending.
Two different reports conducted by the 2016-2017 grand jury addressed the lack of treatment available at the jail.
An inspection conducted by California's Board of State and Community Corrections and presented to the sheriff last year acknowledged "challenges inherent in transitioning from the warehousing of inmates to establishing evidence-based programs with the goal of reducing recidivism."
The 2017-2018 grand jury decided to look into the progress the jail has made since then. While the jurors commend administrators and staff for trying to carry out the programs despite serious safety, staffing, and other challenges, they do point out several problems:
