MODESTO -- The Stanislaus County Civil Grand Jury released reports today about investigations regarding Sheriff Adam Christianson, Oak Valley Hospital District and the county’s Child Protective Services agency.
• The Grand Jury found that Christianson violated state law by wearing his uniform while attending two political functions, including an editorial board meeting at The Bee, during his campaign for re-election in July 2009 and April 2010.
• The Grand Jury found the Oak Valley Hospital District violated various aspects of the state’s Ralph M. Brown Act, which guarantees the right of the public to participate and attend meetings held by governing boards of local agencies, cities, counties, school districts and special districts.

The hospital district did not adhere to Brown Act guidelines involving public meeting agendas, how public meetings are conducted, serial meetings, the release of confidential information and public information.
The Grand Jury also found the hospital district did not adhere to bid proposal guidelines by prematurely awarding a contract for redesign work to a company that was not qualified to bid on the project.
• The Grand Jury did not find any evidence of wrongdoing by Child Protective Services, after a complaint alleged the agency was not complying with its own policies. The Grand Jury found the agency, now known as Community Services Agency, does have policies and procedures in place to ensure children receive social worker visits in a timely manner. The investigation also found the agency exceeds the state standards.
