FAIRFIELD — The Solano County
grand jury issued a superficial report Friday about the county’s juvenile hall
that was devoid of detail and that was largely based upon a one-day visit to
the facility in January.
The seven-page report was six
pages of overview and summary descriptions about the programs and components of
the juvenile hall along with a few paragraphs listing three recommendations
that said, in summary, keep up the good work.
The annual report, mandated by
state law, is supposed to describe the “condition and management of the public
prisons within the county,” including the juvenile hall. The report makes no
mention of conditions or management at the juvenile hall.
The report summarizes what is
supposed to happen with education and medical operations but does not describe
the quality or success of those operations.
The report provided some
details about how the number of juveniles arrested for crimes has dropped since
2006. There were 1,557 arrests of juveniles in 2006 for felony offenses. That
number dropped by more than 70 percent by 2013.
The report mentions that
members of the grand jury “verified,” using boldface print, that 128
surveillance cameras are now operating at the juvenile hall with a surveillance
room manned around the clock.
