[Butte County] 100 years ago: City Dads Hear from Grand Jury

Chico Daily Enterprise, Nov. 17, 1915. The following was received last night by the Chico Board of Trustees from the Butte County Grand Jury and referred to the Police Committee:
Without intention or desire to instruct you in your duties of administering city affairs, we call attention to conditions brought to our attention by the Grand Jury.
(1)   There is a complaint that men have no trouble being served liquor from saloons in your city while intoxicated.
(2)   We believe that certain hotels and lodging houses are being conducted in an improper and immoral manner.
(3)   We also believe that houses of prostitution exist, a condition to be remedied by your police officers.
(4)   It is not unusual for groups of intoxicated men to assemble and obstruct sidewalks in front of certain saloons, which can be remedied by your police officers clearing the sidewalks so that women and children can travel without hearing vulgar or profane language or witnessing disgusting conditions.
(5)   We recommend that you install a system defining the duties of your police officers.
