The Grand Jury report, “Oroville: City in turmoil,” should be read by all. Their statement under “new sources of revenues” said in part: “The cost from withdrawing from CalPERS is prohibitive. To alleviate the situation in 2016 the City Council put a local measure (Measure R) on the ballot to temporarily increase the sales tax by 1 percent.” That statement reveals the increased revenue, had Measure R passed, would have been used to fund CalPERS.
Two years ago the city decided they could convince the voters to approve this tax increase by promising the new revenue would strictly be used for public safety. Funding CalPERS was never mentioned. Let’s hope our current and future council members take this Grand Jury report seriously and guard against making similar mistakes.
