The Santa Barbara County Board of Supervisors, at the request of 3rd District Supervisor Joan Hartmann, proclaimed February 2019 as Grand Jury Awareness Month at the January 29 meeting held in Santa Barbara. The Civil Grand Jury, an arm of the Superior Court, is under supervision of Presiding Judge Michael Carrozzo. In accepting this proclamation on behalf of the 2018-19 Grand Jury, foreman Rande Downer shared that nineteen (19) citizen volunteers provide oversight of more than 70 public entities, including county operations, cities and special district, such as schools, water, and fire districts. The Jury, as an investigative body, stands ready to receive requests from residents of the county to examine publicly funded entities and publishes comprehensive public reports on their findings and recommendations.

Recruitment for the 2019-2020 Grand Jury is currently underway and is open to any citizen that is at least 18 years of age without a felony conviction and a working knowledge of English.
