San Bernardino Grand jury questions Board of Supervisors staffing decisions

The grand jury raised concerns regarding how the San Bernardino County Board of Supervisors has spent discretionary funds, using “hundreds of thousands of dollars” over the past several years to increase district staffing rather than on programs that “meet the social needs of the population” as state code dictates.

Each of the five supervisors received $750,000 in discretionary funds during the 2009-10 fiscal year that ended Wednesday, with $16.1 million in unspent funds carried over from previous years. Of $1.5 million spent during the first six months of the year, 21 percent went to district projects while 79 percent went to staffing.

One district — though the report doesn’t name which one — even transferred $15,499 more than it had been allotted to cover staffing.

However David Zook, chief of staff for 1st District Supervisor Brad Mitzelfelt, said numbers in the report for his office are misleading. The grand jury reported 15 filled positions, while Zook said as of today there are only nine fulltime workers and four part-timers.
