Tehama County: Red Bluff to consider response to Grand Jury report

RED BLUFF— The City Council could decide how to respond to the 2018-2019 Tehama County Grand Jury report Tuesday.
The Grand Jury on July 27 released its annual report, which evaluated the city’s efforts to promote economic development and attract new businesses.
The report indicates the city’s difficulty in planning for new infrastructure and public facilities restricts economic growth and economic development is not actively promoted.
Among the other findings, the report suggested the city hire a full-time community development director. The city said it needs further time to analyze this suggestion as Red Bluff is well into the 2019-2020 budget year and this proposal was not considered in that budget process.
The council and the city manager are required to respond to the report’s relevant findings and recommendations.
The city has two options; it can fully agree with the report or disagree wholly or partially with the findings. Any disagreements by the city must be accompanied by a full explanation.
City staff recommends rejecting the Grand Jury’s suggestion to make use of development agreements mandatory for all developments in Red Bluff.
