[Solano County] Area detention centers get clean report from Solano grand jury

FAIRFIELD — There were no reported findings or significant concerns raised by the 2018-19 Solano County grand jury about the programs or about the safety and other conditions at the county juvenile and adult or the state detention facilities in the county.
The Coroner’s Office also was reviewed, as well as “a survey of the nine Solano County (fire departments) regarding their policy and procedures involving mass disaster protocol including floods, fires, earthquakes or any other disasters that may arise.”
Eight of the departments follow policies and procedures set by the state Office of Emergency Services. Those are Benicia, Vallejo, Suisun City, Fairfield, Rio Vista, Montezuma, Vacaville and Cordelia. Dixon uses a general policy manual the complies with federal and state laws, the information report states.
It is the third report the grand jury has released this month. No responses are required.
The detention centers reviewed started with the county Juvenile Detention Facility on Sept. 11.
“All areas were in compliance with current state mandates and standards. Noteworthy were the extent and variety of programs offered at JDF. The programs include: Challenge Academy, college, jobs, high school education, Western Association of Schools and Colleges (WASC) accredited, General Education Diploma (GED), counseling, group therapy, Aggression Replacement Training (ART), and Cognitive Behavior Training,” the report states.
The California Medical Facility in Vacaville received a clean report after the 2017-18 grand jury noted a number of safety issues.
“Many of those concerns were addressed,” the report states. “Administrators outlined some of their safety measures, specifically the control and tracking of inmate movement within the facility.”
The Claybank and Stanton facilities also were toured. Except the listing of various programs, no specific concerns or notations were made. The same was true for the Fairfield Justice Detention Facility.
The final facility toured was the recently dedicated Rourk Vocational Training Center.
