[Tehama County] 100 years ago: Bonds is people’s movement

Blog note: this is a republication of an article about the grand jury 100 years ago. The grand jury made a significant contribution to the formation of Tehama County government. Worth celebrating!
The proposed bond issue for public improvements in Tehama county has the distinction of being a people’s movement. The suggestion for the issue came first from a grand jury of representative men and women front all over the county. They put the matter up to the board of supervisors, the meeting then being following by a general call that packed the court room to suffocation. Not a voice was raised against such an issue, many of the people in outlying sections declaring that we ought to call for an issue of a million dollars.
Out of this splendid meeting grew the appointment of a committee of fifteen by the grand jury. This committee was instructed to determine the most urgent needs of the county, and to decide on the amount of bonds necessary to do the work. A better committee for this task could not have been selected. Despite the fact that they are all busy men they gave public necessity the preference, and have, spent many days going over the needs of every district in the county. It has not been an easy matter. They have at all times been moved by a desire to serve the best interests of the county, and that they have succeeded is evidenced by the almost universal approval of their work. Before submitting their efforts to the general public, and before asking the board of supervisors to call an election, they made a detailed report to the grand jury and received the approval of that body. It was on the strength of this report that the board of supervisors finally called an election.
But to put the movement up still closer to the people of the county this committee of fifteen has had a meeting the past few days and have increased this working committee to seventy-five. It shall be the purpose of this enlarged committee to see that the vote gets out on election day, distribute literature and in every manner possible explain the proposed issue where if needs explaining. People are too busy to attend public meetings and the work of securing interest and support for the bonds will devolve largely on this committee of citizens.
